Iowa becomes the 32nd All Offender State
In March, 2018 Governor Reynolds signed HB 2338 into law. This Bill requires an ignition interlock device be installed on all motor vehicles operated by a person with a restricted or temporary license.The Bill signed into law in March propelled Iowa to become the 32nd all offender state (DUI) in the nation.
On July 1st 2018, the state of Iowa will adopt a brand new Temporary Restricted License. The current TRL limits driving to particular activities within a specific time period. It also mandates that the individual informs their employer that they have an ignition interlock device installed in order to remain compliant. The new TRL removes the restriction of driving times. If you are issued a new TRL, the individual is able to drive for all lawful purposes as long as the vehicle is equipped with an ignition interlock device.
The passing of Iowa’s HB 2338 into law this past spring hit incredibly close to home for the Intoxalock team. So close, it was practically in our backyard. Many of the people employed by Intoxalock Ignition Interlock call the great state of Iowa home and were proud to fight for this legislative change.
To honor this new law, on June 27th, 2018, the Intoxalock Team donated and planted five trees to Terra Park in Johnston, Iowa. Terra Park is only minutes away from Intoxalock’s home office in Des Moines, Iowa. “I’m proud to give back to the community that makes up most of our amazing workforce and family here at Intoxlaock,” Scott Kepner, Manager of Sales said when asked about the planting ceremony. The flowering crab trees and bur oaks will stand to commemorate Iowan lives that were lost to drunk driving but also to celebrate our hopeful future.

Legislative update
Summertime is a busy time of year in the ignition interlock industry. Aside from the July 4th holiday, it is also the time of year when many states adopt new laws and specifications to their programs.
The Arizona Legislature has passed a law scheduled to take effect on July 1, 2018 requiring all ignition interlock devices (IIDs) installed by an ignition interlock service provider to be equipped with a digital camera, global positioning capability (GPS), and the ability to transmit ignition data electronically and wirelessly through real time reporting. This law will change the dynamic of IID installation and tracking, and require a higher level of accountability for people who have received DUIs in the state of Arizona.
On August 25th, 2018, the state of Pennsylvania will switch to an all-camera state as well. This change is in conjunction with the legislation, Act 33 which began on August 25th, 2017. The state has adopted a first offender law for individuals with a BAC over .10.
